The emphasis is on civil society organizations working in partnership with government entities, with activities intended to help: create safer communities; disrupt the movement of criminals and contraband across and within borders in Central America; strengthen capable and accountable government institutions; help re-establish effective state presence, services, and security in at-risk communities; and improve coordination among countries in the region as well as with international partners and donors to address regional security threats. Applicants are expected to define clear objectives and include measurable indicators so progress can be tracked and demonstrated throughout implementation.

There are important restrictions on how funds may be used. This NOFO does not allow grant funds to be used for law enforcement activities, training members of law enforcement, or providing social services. In practice, that means applicants need to focus on governance, transparency, accountability, civic engagement, anti-corruption approaches, and related civil society-government collaboration, while avoiding any activities that cross into policing support, police training, or direct service delivery typically categorized as social services.

Eligibility is broad but specific. The Embassy invites applications from U.S. non-profit/non-governmental organizations with IRS 501(c)(3) status, overseas-based NGOs, U.S. or overseas public and private institutions of higher education, and public international organizations (PIOs) or similar international public organizations (IPOs). Panamanian NGOs are strongly encouraged to apply, and the opportunity also allows consortia to apply as long as there is one lead organization responsible for submitting the application. The Embassy strongly encourages U.S. and international organizations to partner with a Panamanian NGO as a sub-grantee, signaling a preference for local engagement and local capacity embedded in the project design. All applicant organizations must have an active registration in SAM.gov.

The application package is fairly comprehensive and is designed to test both program quality and implementation readiness. Required components include a cover sheet, table of contents, executive summary, proposal narrative, budget narrative, and a detailed line-item budget. Applicants must submit completed and signed federal forms SF-424 and SF-424A, and submit SF-424B through grants.gov. Additional attachments are required as well, including documentation of organizational capability, a performance monitoring plan (PMP), defined roles and bios of key personnel, a project timeline, and letters of support from the government agency or agencies that have agreed to serve as project partners.
